I didn't use Photoshop on the Edge 13 during my testing. I did routinely have FireFox and Chrome open with multiple windows and tabs without issue while using Word and IrfanView and it performed alright.

Keep in mind it is using an ULV processor which means it uses less power and has scaled back performance. I found several reports of users with other laptops powered by the Intel Core 2 Duo SU7300 CPU running PhotoShop OK.
